The Canadian Bitcoin Consortium is hosting a virtual industry roundtable on stablecoins and banking in Canada. As Canada moves toward a regulatory framework for stablecoins, and as banks and other financial institutions examine tokenized deposits and other digital forms of money, the design of that framework and its interaction with existing prudential and banking rules will shape issuance, reserves, and who is able to participate in the market.
Convening industry, government, regulators and financial institutions in support of Canada’s position as a leading jurisdiction for digital assets, the session will address the role of Canadian banks in the emerging regulated stablecoin ecosystem; banking services and reserve custody for issuers; the impact of OSFI prudential treatment on bank participation, including whether current Group 1b treatment goes far enough and the potential treatment of regulated stablecoins as collateral, HQLA and settlement assets; the interaction between the proposed Stablecoin Act, OSFI requirements and other Canadian frameworks; the opportunities and obstacles to a meaningful CAD-denominated stablecoin market; and where further guidance or regulatory change would most meaningfully support responsible bank participation. The discussion is intended to identify areas of alignment and remaining pressure points, and to develop practical recommendations that can be taken forward as the framework takes shape.
